Does KBE Manipulator need prebuild WIM?

When running the k2000 Media Manager, it takes about ~10-15 minutes to build and upload a new boot environment (KBE) to our k2000 machine.

When using the KBE manipulator, it seems that the process only takes 2-3 minutes.

KBE Manipulator is pathed correctly to the K2000 Media Manager

KBE Manipulator is pathed correctly to Win10 Kits

Does this mean that the KBE manipulator only edits prebuilt PE environments? If so what is the process prior to properly use the KBE Manipulator?
