IE7 Deployment "Installed Twice"

Hi Everyone,
I've created a customised IE7 MSI using the IE7 Admin Kit. It deploys fine through Group Policy(computer configuration) and is perfectly usable. The only problem I have found in testing is that it appears to have installed twice - once for the GPO and once for the "local" machine. Testing of this proves it. I remove the GPO (and choose to "immediately uninstall"). Upon restart of the test machine, IE7 dutifully uninstalles. After it has restarted from this uninstallation though IE7 is still installed. I then have to manually uninstall IE7 through the Add/Remove programs window in oreder to be rid of IE7 and revert to IE6.

At this stage I dont have any intention of going back to IE6 from IE7 but what concerns me is that on the rare occasion that I would need to remove the GPO I would need to manually run the UnInstall process again from within Add/Remove programs window to remove the "second" installation. I also know that this is probably an installtion best left for WSUS, however it is not really an option as the phishing filter (turned on by default) tends to break some internal web apps we use.

Has anyone encountered this before ? Does anyone know of a way to only have IE7 "install" once ? It appears to work fine with any other package I deploy through GPO (only "installing" once). Just not IE7. Thanks in advance to anyone who can help.
