Replication Stuck on one patch

Hello, I have replication on and it copied 12GB of data over to the share except one 3.24KB file. I tried to force inventory, tried changing to UNC and back. Halt. Start, stop. why is it not completing? Should I just manually copy over the patch thats not copying?
