Answer Summary:
Try first re-registering the dll, then repairing Outlook, and finally renaming your extend.dat file as below.

I am assuming you want to keep the Outlook add-in.  If so, you can try re-registering the dll.

regsrv32 -u "c:\program files\voltage seurity\voltage securemail\vsoutllokaddin.dll"

regsrv32 "c:\program files\voltage seurity\voltage securemail\vsoutllokaddin.dll"

Next, you can try repairing Outlook.  You can run Detect and Repair or Office Diagnostics from the help menu depending on your version of Outlook.

Finally, you can try renaming your extend.dat file.  It will recreate a new extend.dat for you which may resolve the issue.

Is this an MSI that was extracted from a setup.exe? Cause if this is the original installer from the vendor then that vendor would be the one to contact for answers..

If the installer was originally a setup you should try to find out if that setup does anything more than what's in the MSI
