Extract the files from the download and run the MSI with your standard qb or qn switches.
If you are running redirected/roamed folders, you can experience problems with that the application keeps self repair after the user has logged out and in. Read about it here: http://www.appdeploy.com/messageboards/tm.asp?m=13621
Application requires .NET 1.1 or later and MDAC 2.7 or later. The setup.exe will install these but I recommend using your own verification so you can straight run the MSI and bypass these checks.
MSI installation needs MSI v3.0 you can find it in directory \msi once SetupDWGTRueView2_FRA.exe extracted
