Command Line
Taken from running "scripten.exe /?"
/Q - Quiet modes for package
/T:<full path> - Specifies temporary working folder
/C - Extracts files only to the folder when used with /T
/C:<Cmd> - Override Install Command defined by author

Extra switch supplied by bkelly
R = /R:A (Default)
/R:= /R:A (Default)
/R:N -- Never reboot, overrides INF settings in package
/R:A -- Always reboot, prompt user with reboot choice
/R:I -- Reboot if needed, prompt user with reboot choice
/R:AS -- Always reboot, silent and don't prompt user
/R:IS -- Silent reboot if needed, silent and don't prompt user
/R:ND -- Tell Wextract to check for reboot state before running any RegisterOCX sections. If machine is in reboot state before the install and that state wasn't caused by the package then queue up registrations in Runonce automatically. This usually is used for cases where an install depends on something that was installed earlier, but maybe hasn't finished for some reason.

To Install, I used "scripten.exe /q /r:n" and then deleted the registry keys that are created under the HKLM\Software\Microsoft\Windows\Current Version\RunOnceEx key. The key to delete should be called "800". If the scripten program is run more than once, then extra copies are created called 801, 802, 803 etc.

These reg keys are supposed to be used to register the .dll's but this will never work if your users are only "standard users" as they do not have permissions to perform the registration or to remove those reg keys. That means they will keep running everytime they log in.

I found that I was able to delete them and WSH would still work perfectly.

A snapshot type install did not work for me as I kept finding no matter what I did, Windows File Protection would always reset the files back to WSH 5.1

Command Line

For version 5.6 if you install using the hidden command line switches Q /R:N using a system account, the process will pause because it is waiting for an answer to a question. You can see the process in the background running. If you use /Q /R:NS, it will supress the reboot, supress any questions and be a completely silent install.

WSH 5.7 deployment notes:

The scripten.exe does not support an installation to repress the reboot so the only command line switch would be /quiet. Also it is important to activate the setting “users can interact with the program” within the Package Program, although it may not actually require the user to enter anything, this application does not work without it. Check the settings on the program properties under the package Environment Tab, check the box that states “Allow users to interact with this program”.

The setup itself requires the ability to open a command window or something, and if it is not allowing the user to interact, or the application to interact with the desktop, it will fail.
