Add Languages and Language Bar during Scripted Install of WinXP

I work in a public library and our users need to be able to select languages other than English.  Previously we would use images with the Language Bar and the installed languages already added.  Now that we are switching to scripted installations, we would like to script enabling the Language Bar and add support for Asian and complex languages as well.  After installation, if we go to Control panel, Regional and Language Options, and select the entries under Supplemental language support XP asks for the installation CD. Any help you can provide will be greatly appreciated.

I have followed the instructions at the following links without having any success.
