Use Adobe's Customization Wizard to create the mst file.
However I don't believe they have released the customization wizard for version 9 yet as the link in the below document leads to the version 8 customization wizard.

you need to send an email to adobe requesting it AcrobatTechnicalEvangelist@adobe.com I had my bata version email and link the next day.
The customization wizard works like a champ. have already deployed std, pro, and reader. Now in a couple of weeks we all can do it again....

HI all,
I have tried to use the Customization Wizard for 8.0 with Acrobat 9 and it does not even recognize the MSI. According to Adobe's documentation (http://help.adobe.com/en_US/Acrobat/9.0/Professional/WSF4006CF0-5B68-44cc-B72D-0B98DCD57BD7.html), you can use Customization Wizard 9. Well I has not been release and they don't now when. I called and got the normal "It should be soon" BS. Guess will have to wait. [:@]

Check out this response from Adobe now that 9.0 landed in my Q...
There is no Beta version for the customization wizard but it should be released sometime within this month.
The Reader is easy enough to do, the customization wizard is for the Standard and the Pro version.

To owners of volume licenses for Acrobat products: If you purchased CS5 which includes Acrobat 9 Pro, you may have an issue with licensing if you dont download from Adobe's license site the Acrobat 9 software you should find there under the Software Download link.
The Acrobat Pro CD supplied with CS5 is not suitable for volume licenses of Acrobat 9.
