OK then, if you're installing into a locked-down environment:
1) Are you using something like SMS to deploy this app? SMS automatically has elevated rights...
2) Do the network security/policy settings of your network allow MSIs to run with elevated rights? (this is the default, but some admins disable it)...
3) If the above 2 are not true, have you considered relaxing security in that particular file so that locked-down users can access it?
4) In general, if you CAN successfully install the app when logged in as a local Admin for your machine, then you're dealing with permissions/rights issues.
Good luck!

I tried doing this in a locked down environment and got the same problem. I decided I just wouldn't deal with it. I do know the user must have full rights to one of the files or folders (can't remember which, it's in my documentation) to open ADP. Once given those rights they don't have to be power user or administrator.
I use all freebie software to package my stuff so I can't really edit permissions. Not sure if that would fix it.
