Firstly, you have posted in the wrong forum. It should be in the 'Package Development' forum. A moderator may move it.
Secondly, with all due respect, this really isn't the place for a tutorial. Use this search term (exactly as shown):
"custom action" reference
in Google and read the first few hits.

I agree with VBScab, use the search feature. VBScab has a message somewhere that contains links to introductory packaging topics.
