Software Deployment

I am trying to do a per machine installation with no success. I've tried making a transform, just the vendor MSI and even an administrative install. All I get is some generic messages in the event log and nothing in the MSI logging:

Failed to apply changes to software installation settings. Software changes could not be applied. A previous log entry with details should exist. The error was : Fatal error during installation.
