Error 1321 on Chinese XP PRO
trying to install nero 8.3.2.1 on Chinese operating system causing this error on one of the files (.chm) file
after the instalation is finished al the exe files are missging the regsvc32 entries and the aplication can not execute and canot be uninstalled aswell.
this is tru for adobe reader 8.1.2 aswell.

As ever, use the tools available to you. AppDeploy has a lookup page for MSI errors and entering '1321' gives you http://itninja.com/question/help-with-msi-12594
The nub is that the installer is trying to write a file for which it doesn't have permission. My guess is that you're running the install with an account which doesn't have all required permissions. The account may well be a member of local administrators but I've seen local permissions screwed many times, such that the local admin accounts are not permitted. In extreme cases, a rebuild has been required.
You will be looking for a solution forever unless you use a process monitor like ProcMon (or its predecessor, FileMon), in order to see exactly what's going on.
