But when i intall the msi ( created from exe) it does not shows the addins for all users when the excel shortcut is launched. Can any one advice pls?

You will, of course, have extensively researched the best method for installing Office add-ins and hopefully discovered that the MSI uses the automation route for installation, as opposed to the brain-dead route of creating 'OPENx' entries directly in the registry.
During that research, you will have noticed that add-ins installed this way get installed per-user, i.e. in the user's profile. Thus, you will need to ensure that the relevant entries are linked to a feature with an advertised entry-point (e.g. a shortcut) and, if they're not, to re-jig the feature tree so that they are. If there are no advertised entry-points, you'll need to use ActiveSetup. Remember, though, that AS-driven installs (or at least the user profile parts) do NOT get repaired/self-healed.

....on this note, I've just updated the Excel Addin tutorial sticky here: http://itninja.com/question/faulttree-106311&mpage=1&key=יּ
Yes, you'll need active setup for each user if you dont have an advertised shortcut. The new version above also provides the *option* (not mandatory - set by a boolean) to delete the addin registry from each users profile. I've tested it in the limited time i have, but anybody is welcome to give it a go and pipe in with suggestions/bug fixes/whatever....
