How do you configure a silent install of MS Access Runtime 2010 on Windows 10

I am trying to build a silent install package for deployment to Windows 10 and some Windows 7 machines and have not been able to get it to function correctly. I have looked at several threads here and elsewhere and not found a solution that works. All of the solutions tell you to download the package from Microsoft (successful). Run an extract of the file (successful), build an XML file in the setup folder (successful) and then run the setup command as [Location]\Setup.exe /config config.xml. The process executes but triggers the boot strapper dialog. Here's my environment:

- MS Surface Pro with Windows 10 Pro installed and fully patched
- MSOffice 2010 installed in default location (32 bit)
- Symantec Endpoint Protection
- Installation package mapped locally to drive i:
- Domain Admin Authority
- 4 gig ram, 72 gig free, Intel Core i5
- Access runtime install is 32 bit
