How to configure MSI to prompt user to reboot post install

I have a package with registry keys under HKCU that require a reboot for an Active Setup - to place them there if not present. Vendor source installed software does not prompt for a restart at completion of install. So, I have to configure my ISM-MSI (from capture) to prompt a reboot at end of install. From researching, I've learned that the ScheduleReboot action in CA needs to be set to "Not Installed" with property REBOOT set to RS. I am not getting  prompted to reboot at end of install using these settings. What am I missing? Also, if anyone has any link(s) describing/defining  Actions and their Conditions, I would be most appreciative.

Why are you using Active Setup? If the MSI has advertised entry-points, such as an advertised shortcut, you can - and should - use self-healing instead. Google for John McFadyen's excellent treaty on self-healing.
