IBM Iacess reinstall issue

i am currently packaging the latest version of IBM iacess . there are two packages being created one for complete install and other is for client install.
post installation of these packages the fix pack is being installed .
the fix pack msi has the same product code of the original main msi and its being installed with a property REINSTALL=all.
the install of both the client package and fix package goes on successfully .i uninstalled the package with product of msi .
but however when i try to re install the package its says the application is already been installed and no further installation happens.
i see the still the uninstall keys remaining in the uninstall hive and also the installed components of Installer hive .
it would be great help if someone can suggests some solutions on this issue.
