Image Supporting multiple Device Types

Hello All,
I am attempting to make an image that will work for the 6 different types of HP computers that we use.
I have done all of the following:
- installed Windows 7 Enterprise N
- put all of the drivers in the following directory structure:
C:\Drivers
C:\Drivers\HP6200\....
C:\Drivers\HP6200\graphics\....
C:\Drivers\HP8460\ ....

I changed the following in the reg and added the "C:\Drivers" to the devicepath
 HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\DevicePath

When I reboot the computer none of the devices are automatically installed, but they do install if I go through the device manager and "scan for hardware changes" or update the driver and "browse my computer for driver software" search the "C:\Drivers" folder.

I have also tried using vernalex "sysprep driver scanner", this puts all of the individual directories into the registry (not just the parent)...
Why don't the drivers install automatically???

If this is a sysprep;d image put the files in c:\windows\inf\someDirectory and it will find them there when it comes out of sysprep.
