Internet Explorer 11 - ActiveX Filtering

I'm trying to create a white list of domains that have ActiveX Filtering turned off. 

I have found numerous forums about setting the ActiveXFilterExceptions key in HKCU hive however when the IE sessions closes this location is purged and when you go back into IE it no longer exists. 

Can anyone advise how to do this or how to stop the key from being purged.
