Issue with PrintUI and Tivoli for Printer Driver Installation

I am trying to create an HP LaserJet 5 driver for all users in the WinXP environment. I've got the following statement being run in a WiseScript:
RunDLL32.exe printui.dll,PrintUIEntry /ia /m "HP LaserJet 5"
I'm trying to simulate a user going into Start/Settings/Printers and Faxes/File/Server Properties then Drivers tab and adding the HPLJ5 drivers (the .inf is already present). If I run the .exe manually it works fine. If I execute the statement from within the Tivoli profile (installing as a local administrator on the machine) the statement gets processed but no driver.
Any ideas?
