How do you check and set a condition of this file in the package? I want to add this install file in a custom package.

It'll be much simpler to use a merge module. The two main tool providers include one in their default installs but you can find a version on the web.
If your client is MM-adverse (and some are), you can pick out an individual file from the install plus, say, any registry entry associated with it and then set a system search for both. You can then use the populated properties in a LaunchCondition.
