MS Project 2000 via Group Policy Woes

I am testing sending out MS Project 2000 SR1 to W2kSP platform for ordinary users Via Group Policy.

The program installs fine but then I get an error from MSPROJ.exe that there is insufficent memory, then the program bombs out with a memory error.

However if the user is a member of the administrators group the program runs fine.

This seems to be a windows installer funny, has anyone else had any problems deploying this one?

I'd be tempted to run regmon/filemon when running as a normal user just to check why its failing in that user context.
