MSI package installs on D: instead of C:

Hi
I have made several packages with WPS 7.0 and set the install path to c:\apps This works when installed on a computer with just a C: drive of course but when the computer has a D: drive with more space than c: it defaults to d:\apps
Can anyone tell me why? and how to correct this problem.

Set the ROOTDRIVE property to C:\
