Need to modify shortcut locations in MSI

I am using ORCA to create modifications to a MSI, I thought I changed the shortcut locations by simply changing the directory name in the shortcut table BUT it still dropped all the shortcuts into the original folder on the start menu after deploy. I'm not sure what I am missing, any help would be appreciated.
