Oracle 8 installation order

I have some software here that requires oracle 8. All the systems that had this installed were done in the wrong order so that oracle was installed after the app. I used msiexec /x to uninstall the app, then I did msiexec /fpum to repair the oracle install. Well the Path variable in XP should contain Path=C:\orant\BIN.... When the install is done backwards such as in my case this path var is never set in windows. When I try to do a repair, the BIN folder for oracle is being installed to C:\windows\system32.
What could cause the order that I installed things to not set the Path variable for oracle? I have to uninstall and then reinstall oracle to fix it. This is not really and option for remote locations due to the size of the installs.
