Szcepak,

Have you attempted yet to customize your installation of Office 2003 / Outlook 2003 by creating an .mst file using the Office 2003 Custom Installation Wizard? If not, download this tool and run it against your Office 2003 .msi. On step 9 of the wizard and under the heading "Microsoft Office Outlook 2003 | Miscellaneous | PST Settings", you can define the default location for .pst files (and I believe this also effects .pab file). You can download the tool here:

http://www.microsoft.com/resources/documentation/office/2003/all/reskit/en-us/boxa19.mspx

You can also control this if you have Active Directory, in addtion to some other things you cannot control with the Custom Install Wizard. In AD, you will find these controls under: "User Configuration\Administrative Templates\Microsoft Office Outlook 2003". Note that you will have to first install the .adm file for Office 2003 before you will see the options. The .adm file is also found in the orktool.exe I referenced above.
