This is not a Windows Installer error code, but a Visual Basic error. I would speculate that the installation is calling a custom action that is generating the error, or the application itself is attempting to launch and is returning the error. You are probably missing a required DLL, but without more information than you are likely to have access too, it is unlikely that you will be able to get help for this outside the asking the author of the program/setup directly.
