Setup.EXE does not see Setup.ini file

Used Tuner in AppStudio to modify the install for a program called Lockout/Tagout Pro.

When I run the setup.exe does not see the setup.ini file to pass the switches over to the msi file.

Any idea where I am going wrong here?
