Silent MSI install and ALLUSERSPROFILE

I'm using InstallShield 2008 to create my MSIs. I've just had a problem with an MSI I created installing fine using the user interface, but failing to put the shortcuts in when being installed silently. I found this post http://itninja.com/question/how-do-you-roll-out-new-machines?6413 which gave me enough info to fix the problem (thanks those that helped with that one). The solution was to add the setAllUserProfile2k custom action in the Execute phase as well as the User Interface phase. I noticed however that there was already a CA called ISSetAllUsers in both phases anyway ... which sounds like exactly what I would have liked it to be doing. Does anyone know what this CA is and why it doesn't seem to do what you'd expect it to based on it's name??
