Software Deployment

I am trying to create a package for Telelogic Doors 7.1. In their readme, it says use the rules for installshield because it needs a profile to use to install. I have added the allusers=1 in the command line. I keep getting the -3 error. If I run it on a user who has local admin rights, it works fine. Unfortunately, we cannot give 100+ users admin rights for the install.

Any help would greatly be appreciated.
