Specific Need -- Suggestions Requested

Do you know of any product that meets the below requirement?
What I'm wanting to do is create a setup that contains all the direct components of the software (EXE, help file, DLLs the program uses directly, etc.). Any package can do this. The real question here is I also want it to check for other shared components, such as runtimes (not .NET, other types) and download/install each from the Internet only if needed. InstallShield has this with .NET, but nothing else. The best way I can think to describe it is merge modules --- I want that, except where it downloads them from the Internet and installs if needed along with the setup process. I am not looking for a complete webdeply as it is important for the direct components to be included in the setup file initially downloaded. Thank you in advance for any information you can offer.
