Software Deployment

Hi all,
today I had the strangest problem, on a fresh imaged winXP box we did a
Lotus notes install with zenworks
we are installing notes with msi/mst putting datafiles in %userprofile%\local
settings... working great but not this time all data files ends up in doc
and settnings\localservice\application data...
It's a per user install of lotus so the first part of the install only put the program file in place (this is force run in zenworks) and the second part of the install is when the user launches lotus (this is the part when the files ends up in the wrong place)
Has anybody seens this before?
I have tried this on several computers about 30-40 % have this problem dosn't matter if its a clean install or upgrade of Notes, not the same image on the computers so I don't think its a image problem
The Notes version is 6.5.4
