Windows with SCCM Client installed. OS needs to be reinstalled. Does Client Push Installation still work?
When I reinstall a portable which has an SCCM client on it, will the client be reinstalled by the Client Push? If Yes, is there a certain delay?

If by portable you mean laptop (and not phone), then the answer is a bit murky. We re-install the OS on laptops all the time but configuration manager doesn't see two machines with the same machine name as the same. In configuration manager, the old record will often prevent the new build from receiving the client (but not always).
As a result, we've altered our process to include deleting the record from SCCM 2012 and AD before we join the re-imaged machine to the domain again. This ensures that our scan detects a new machine and the client should be pushed on it's normal schedule (the delay is based on your configuration and the intervals you configured for your clients).
The bad side of that is you have to re-assign that machine to any groups it was in prior to deleting it which can be a pain if you have a complex structure.
