To get around the EULA Popup add the following registry Key:

[HKEY_LOCAL_MACHINE\Software\Adobe\Adobe SVG Viewer\3.03\EULA]
"3.03x94"="accepted" (reg_sz)

(Replace 3.03 and 94 with your Version and Build)
Normaly this key will be written under HKCU when the User accepts the EULA but this will work for all users.

Note
Please not that with SVG 3.03x94, the above Registry keys actually reside under HKLU and NOT HKLM.

Adding them to HKLM has not affect and you will be prompted for the EULA which will then create the keys under HKLU.
