Here's what I did, I am using ZENworks to perform the installation.
-Downloaded the file from Autodesk.
-Ran the exe, and it unzipped the files, selected my distribution point so all files were unzipped directly there.
-Created the application and pointed it to the DWGVIEWR.msi in the folder from the previous step.
-Created an .mst to handle the interaction (using Administudio tuner and response transform).
-Assigned MSXML Parser 6 as a dependency (was already created for SQL Server Management Studio Express..)
-Ran into an issue that 'you must have admin privledges to install...' so I opened the MSI in Orca, went to the LaunchCondition table and removed the 'AdminUser OR ADDDEFAULT OR ACAD_SECONDARY_INSTALL = 1' row.
-Then I ran into an error 'AllUsers property is not 1 - this MSM cannot be used for a per-user or fall-back-to-per-user install...' so I used Orca, found ALLUSERS in the Property table and changed the value to 1 (it was 2), then saved.
