Per the post by Robert K here [ http://discussion.autodesk.com/forums/message.jspa?messageID=6006803 ] - all you need to do is use the /i switch to force Setup.exe to use the options set in Setup.ini (ex. \%INSTALLPATH%\Setup.exe /i \%INSTALLPATH%\Setup.ini) - this will force a silent install.

Tested and used almost daily here.

Note: DWG Trueview 2010 does not work this way

I created MST for this appliction & it works fine. This gets me better control on my application.
