Installer MUST be .msi not the .exe that is normally given (I had to email them and verify licensing information in order to get the .msi download)

Note: .net 3.5 must also be installed in order for this software to work.

Full command line is: msiexec /i BurlingtonEnglish-Win-Installer.msi /q /n

However, I still had to log in, run the software from the shortcut on the desktop and then accept the EULA.
