Note

Download latest Expression Encoder (Currently 4 SP2 [4.0.4276.0] at this time) and extract using winrar or 7zip. Install using encoder_en.msi 

To remove Nag screens, add the following keys. This will ensure the current users keys are added for each new user logged in. 

[HKEY_CURRENT_USER\Software\Microsoft\Expression\Encoder\4.0]
"QMPrompt"="False"
"QMEnable"="False"

For general user deployment, I also cleanup the shortcut link to the SDK folder in MST or using a batch. 

 del /F "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Microsoft Expression\Microsoft Expression Encoder 4 SDK.lnk"

Note
1. Download the Expression 4 Package using the link below. 2. Extract the package in to a folder using your favorite extraction tool I used 7-zip 3. I found 2 ways tinstall the package either use the \setup.exe or by using \setup\encoder_en.msi 4. To remove the nag screen when you start the app the first time ste the reg value HKEY_CURRENT_USER\Software\Microsoft\Expression\Encoder\4.0,QMPrompt to True
