The installation is two part:

1. Execute the windows installer based setup routine:

msiexec /i SQLServer2005_PerformanceDashboard.msi /QB

2. Execute the setup.sql script using either sqlcmd.exe or SSMS Query Window. This script is located in the installation directory which by default is C:\Program Files\Microsoft SQL Server\90\Tools\PerformanceDashboard. An way to execute this through a script would be to leverage sqlcmd.exe:

sqlcmd.exe -i "C:\Program Files\Microsoft SQL Server\90\Tools\PerformanceDashboard\setup.sql"

The above command will try to run the script under the context of the logged on user for the default instance. SQLCMD accepts several parameters including username and password if necessary.
