Download "community" from the link above (which include other command line switches):

vs_community.exe /finalizeInstall --allWorkloads --includeRecommended --passive --norestart

The "/finalizeInstall" was the piece that took me the longest to find, and I now that I'm trying, I can't find it in the install documentation from Microsoft. I see it references by others in forums discussing issues with the installation, but from what I can tell, the above command line is working for our lab deployments.
