After installation Winsplit 11.04 does only start for Current User. These 2 CMDs will make it work for all users (32-bit):

REG ADD "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run" /V WinSplit /t REG_SZ /d "C:\Program Files\WinSplit Revolution\WinSplit.exe" /f
REG Delete HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run /v WinSplit /f
