I was able to download the software from this link....http://www.cloudsuccess.com/resource-centre/apex-data-loader-archive/

once download I extracted the file using Universal Extractor, I would think you would also be able to find the file in the temp folder after you double click on the exe.

find the msi file and I created a transofrm using ORCA and set the ALLUSER property to 1 and the AgreeToLicense propert to Yes

then use the following command line to install - C:\Windows\system32\MSIEXEC.EXE TRANSFORMS="ApexDataLoader.mst" /i "ApexDataLoader.msi" /qb
