Act!2007 comes in 2 flavors: Standard and "Premium Workgroup Version"($100 extra)
Sage has purposefully sabotaged the Standard version so that this innate of MSI feature become a marketing feature for the "Premium Workgroup Version". Thought the file extension of the package does say .MSI, the content is different enough that it needs to be installed with the Setup.exe (dialog table is empty!)

If you do have the "Premium Workgroup Version", you can use the old fashioned, proprietary .ISS file method mentioned here and you guessed it, the Standard version cannot use this method as well.

Either way, if you let ACT! install SQL server 2005, it installs it in a way that future updates for SQL server 2005 will not stick! (info here:http://forums.microsoft.com/MSDN/ShowPost.aspx?PostID=1428602&SiteID=1)

If you do want to repackage Act!2007, hide/delete the Dependencies folder to prevent it from installing SQL server 2005 at the same time. (yes, it will go up a folder to find it!)

CAVEAT: I haven't bothered to go the repackaging route due to time restrictions.

Note

I was able to package the standard version, by downloading the "trial version" of the premium version, just to grab the SI folder. From there you can use the documentation from ACT on how to deploy the workgroup version. It worked great.
