Debugger won't run

Hi folks,

I just started using ASE (4.0.4987.26598) and receive the error below when I try to run the Active Debugger.  I running Window 7 Pro SP 1 64 bit.  The event log shows the same basic information.  What's an IPC port, and what file is it unable to find?
