Admin Studio does contain some useful tools like Repackager, Tuner etc. Installshield is just an editing tool and it can be used to create file/registry packages.
To snapshot your setup.exe and convert it to MSI, you would need Admin Studio.
Since Both of these products are now owned by Flexera, If you order Admin Studio Installshield, you will get both these products which can be installed together and used together.
Hope it helps.

Actually, the premium version of InstallShield also contains the repackager. But you are correct in stating that InstallShield contains the tools for pure MSI editing, while AdminStudio covers more of the packaging process, with tools like the compatibility toolkit and virtualisation toolkit.
Without too much detail, in AdminStudio, you can create a catalog of your applications that serves as a base for doing a broader scope of tasks on them, like bulk compat checking, testing, SCCM integrated tasks etc.. - pjgeutjens 12 years ago -
