Disable USB drive

Here are the items that I want to complete.

1. Disable anyone from writing to a USB drive.

2. Have the USB drive disabled without doing a reboot. I currently disable it but changes don't go into affect without a reboot.

3.I still would like to use usb cameras and scanners. Is this possible with disabling the USB port for write function only?

Sounds to me like a GPO is going to be the best way to meet all of your requirements, assuming that's an option:
