Firefox 12: Deployed Extensions to All Users still need to be enabled

I am packaging FireFox 12 (aka v4) using Wise.

I've got the CCK Wizard, which I used to generate a custom extension that would lock down the browser.
I was able to add it to the INSTALLDIR/extensions, and it is found by each user's Extension manager.

The problem is that this extension starts off as DISABLED, and needs manual intervention to enable it when a new user logs in.

I've scoured online, and found no info about how to start it ENABLED; they all talk about having the extension available, which it is.

Any thoughts on this?

You could try to put it into INSTALLDIR\distribution\bundles

Then the addon should be enabled and also be invisible in the extensions manager, making the user unable to uninstall it
