First question, how are you installing it in user mode? Do you use a deployment tool or something? Normally, limited users will not have permission to install anything.

I suspect that you're installing and launching as an Admin and it works fine. But logged in as a standard user you're experiencing issues.

Take a look at LUA Buglight: (http://blogs.msdn.com/b/aaron_margosis/archive/2012/11/28/lua-buglight-2-2-with-support-for-windows-8.aspx)

It will attempt a launch as a standard user, but when it fails it will fall back to admin privileges and then tell you what file/registry access couldn't be done as a standard user.

Although, as QC is such a specialist application what does HP say about the privileges required to run it?

Hope that helps,

Dunnpy

PS - just re-read your post, the cab file is something to do with accessing the web interface and downloading activex components (IIRC) - is your browser locked down and preventing the install of the component?
