It usually helps to enter the correct information. There is no error 2378. I have assumed you meant 2738, in which case, it also helps to use the tools in front of your eyes...

I cannot imagine what system on which you might be running the MSI which wouldn't have WSH installed on it so I would assume that the installation on the target is broken in some way. If the Custom Action uses embedded script, that suggests an issue with the Windows Installer engine itself, since that acts as the scripting host for embedded VBS.

ORIGINAL: AngelDGood call, Kim. I *keep* forgetting to account for Vista, as it's not on my radar, but a Google for:
If it's on a Vista OS I've heard many people complaining about vbscript CAs not working.
. vista +vbscript +"custom action"
produced some good links, not the least of which was http://blogs.msdn.com/astebner/archive/2007/06/07/3151752.aspx
Of course, the OP doesn't tell us what OS they're using so this could all be speculation. Nonetheless, good info to keep here in the unlikely event that someone should be as radical as to use AppDeploy's 'Search' facility...
Rating comments in this legacy AppDeploy message board thread won't reorder them,
