Internet Explorer 11 "settings protection" pop-up

After a recent Windows Update that contained an IE11 update, our hundreds of public-use PCs (Windows 7 64bit) are showing this pop up when IE is launched. 

Here is more information about this feature. Has anyone found a registry change or other fix to kill this annoying pop up?

TL;DR: People are not happy; cannot fix any other way but manually clicking the darned box; uninstalling the patch that causes this  (KB3148198)  helps temporarily, but a subsequent patch will make the dialog box reappear. 

Microsoft REALLY did not think of anyone but the home user with this update.
