java its saying application blocked by security level

i have tried to put it on high still nothing it has two optional high and very high

In additon to DaveMT answer.
You can also choose to have exception.sites located within C:\windows\SUN\Java\Deployment which means the exceptions are applied for any user that log onto that device.

We took a PC and created the exceptions list inside the JAVA icon in the Control Panel until all the sites we needed were working & copied the exception.sites file from %UserProfile%\AppData\LocalLow\Sun\Java\Deployment\Security\ to a network location Then we used a GPO (you can use KACE too) to copy it to each user's profile (Overwriting current file). That solved this issue for us.
